The Baix Llobregat Regional Action Plan 2024-2027 [PAC Baix Llobregat] is the roadmap for the development of the region in the coming years, with the goal of building a more sustainable, cohesive and innovative territory. Following the methodology of the Spanish Urban Agenda (AUE), the PAC Baix Llobregat has been developed through a cross-sectional diagnosis of the region, the definition of a strategic framework, and the creation of an Action Plan structured around five strategic axes: 1Territorial heritage, 2Sustainability, 3Territorial cohesion, 4Social dynamization, 5Governance and digitalization.

The PAC Baix Llobregat defines its strategy through 22 lines of action, which address different areas of regional development, and establishes 123 specific actions to bring them to life. This set of actions serves as a practical guide for the policies and measures of the regional administration, driving progress towards the objectives set in the five strategic axes.
